In the 1999/2000 season, while he was with Tirana, Bulku found it simpler to create an impression in the first team of the club with the new manager of the club, Shkëlqim Muça having faith in the talented teenager and fellow midfielders in the club like Eldorado Merkoçi, Devis Mukaj, Klodian Duro and Sokol Prenga all left the club. These departures from the club meant that Bulku would play more frequently with the first team of the club and he did so playing an impressive 21 games in his second season of his career and in which he won his first trophy of his football career, which was the Albanian Superliga title. After the good season he had, he attempted to repeat it for the 2000/2001 season; this never was accomplished as both injury and some unexceptional football meant that Bulku was on the side line of the team for most part of the season. However he managed to win the Albanian Supercup at the starting part of the season, nonetheless his side Tirana barely lost the race for the superliga title to Vllaznia. Throughout the next few seasons of his football career, Bulku coped to a good name and image for himself in the team and in the league game, he was getting a lot of attention from the media as well as the fans because it was believed that he was predestined for a successful football career. He started featuring in virtually every game when fit and he became a crucial member in the team and a key character in all the trophy winning sides that the football club produced over the next few seasons. Bulku was also an important football player in Tirana's European games and played against teams like Dinamo Tbilisi, Ferencváros, CSKA Sofia and Kayserispor. He also featured in 6 Albanian Supercup finals when he was with Tirana, and he won five of them, with the famous 6–0 thrashing of the city rivals Dinamo Tirana, and he scored in the game. In his final term with SK Tirana before he made a move to play in Ukraine, Bulku was also a crucial player in the team that won the league, the cup and also the supercup. He played 30 matches and managed to score one goal in the league, he played in the 2–0 supercup win against KS Elbasani and he also featured in 1–0 win against Vllaznia in the final game of the Albanian Cup.
Bulku played alongside with Dorian Bylykbashi, Isli Hidi and also Ansi Agolli who came into the club two years later.
