Moncef Ouichaoui was born on the 5th April 1977 in Annaba, Algeria. He is an Algerian international football player who played the role of a striker for the club, CA Bordj Bou Arreridj in the Algerian Championnat National.

From the year 1995 to the year 1997, he played for IRB El Hadjar.
From the year 1997 to the year 2000, Moncef Ouichaoui played for USM Annaba.
From the year 2000 to the year 2001, he scored a goal for USM Alger after playing the total of five games for the club.
He scored 10 goals after playing the total of 16 matches for USM Annaba in the year 2002.
