Life
Barlas is the daughter of Shafee Rahgoza. She completed her High School education in Kabul and got married to Rai Barlas. She graduated from the Istanbul University in the year 1977. She served in the Ministry of Information and Culture. In the year 1979, she went to exile. Barlas was one of the Senior Editors and a News Anchor in the Radio Free Europe/Radio Liberty. She graduated with MA in the year 1996 from the University of Washington.
